Members of the “militia-at-Large for the Republic of Georgia” Robert Starr and William James McCranie Jr were arrested in April on charges of making explosives. This was just two days after then President Bill Clinton signed an anti-terrorism bill into law on April 24th.

In a preliminary hearing FBI agent Stephen Gillis states that he was not sure that Starr even knew that there was explosives on his property. Also when the undercover FBI agent asked McCranie about making bombs in a meeting of the militia members McCranie said “I don’t want to know anything about it”. Also when the FBI went to go look for the explosives on the 16 acre property owned by Starr they went right to it because they had planted it there. Gillis also states that they preformed no chemical tests on the pipe bombs, so how did they know they were actually explosive?
