Obama To Veto Intelligence Budget If It Has Proviso For New Investigation On Anthrax Attack
Obama stated that he would veto the intelligence budget if there was a call in it for a new investigation into the anthrax attacks after 911 terrorist attacks stating that it would “undermine public confidence”.

Obama also did not like that the bill called for more scrutiny to be placed on secret spy agencies.
